The short answer

Whisper Valley is a roughly 2,065-acre master-planned community in Manor, about 12 to 14 miles east of downtown Austin along the SH 130 corridor, developed by Taurus Investment Holdings. Its signature is a community-wide geothermal GeoGrid plus rooftop solar on every home, so all homes are zero-energy-capable and utility bills run low. New homes come from seven builders in the high $200s to mid $400s. The tradeoffs are a Del Valle ISD assignment, a PID assessment and geothermal fee on top of taxes, and a soft resale market.

Whisper Valley uses a Public Improvement District (PID), not a MUD, and sits in the City of Austin's extraterritorial jurisdiction, so there is no City of Austin tax while the PID is active. The combined ad valorem rate lands around 1.5 to 1.6 percent (Del Valle ISD is the largest piece). On top of that comes the PID assessment, whose 2025 annual installments ran about $1,480 to $2,004 by lot over a prepayable 30-year term, plus a mandatory EcoSmart geothermal energy fee of roughly $55 to $70 per month. Treat the PID and the energy fee as real carrying costs above the headline tax rate, and verify the per-parcel figures at closing.

  • No City of Austin property tax while the PID is in place, and no open-ended MUD (the PID has a defined 30-year term)
  • Affordable new construction for the metro with a broad amenity package
  • Strong location for tech workers, minutes from the Tesla Gigafactory and the airport via SH 130
  • Seven active builders and a soft market mean real selection and aggressive financing incentives

The case against

  • The 30 percent federal clean-energy tax credit for the solar and geothermal expired for systems placed in service after December 31, 2025, so most 2026-and-later buyers cannot claim it
  • Del Valle ISD campuses carry modest state ratings, and many buyers wrongly assume the community is in Manor ISD

Is Whisper Valley in Manor ISD?
No. Despite the Manor, TX mailing address (78653), Whisper Valley is zoned to Del Valle ISD. Current campuses are Gilbert Elementary, Dailey Middle School, and Del Valle High School. A new North Del Valle High School near the community was pushed to fall 2028, and future on-site elementary and middle schools are funded with rezoning set for fall 2027. Always verify the exact assigned campus for a specific address.
Does Whisper Valley have a MUD tax?
