Three years in, the community's amenities are usually finished, the early-phase construction traffic is gone, and you have enough equity that a refinance or a HELOC becomes a live option if rates have moved.

Ask where the community is in its build-out. An early phase means three years of trucks; a late phase means quiet streets now and less upside later. Both are fine, and both should show up in your negotiation.

Year 5 to 7
Move up, or keep it and rent it
What happens
Careers at a headquarters move people up rather than out. Many households at this point either trade up within the metro or keep the first house as a rental and buy the second.
So today
Buy something that rents well even if you never rent it: three or four bedrooms, a two-car garage, a floor plan without oddities, and a location with a real tenant pool. It costs nothing extra now and buys you an option later.

Year 10
The long hold pays or does not
What happens
The MUD rate has usually stepped down as district debt retires, the trees have grown in, and if you have kids they are in the high school you chose ten years earlier. The resale market for your house is whoever is relocating to Austin in that year.
So today
Choose the high school, not just the elementary. Ask the district for the MUD debt schedule. Favor a community with several strong builders, because a deep, varied neighborhood resells better than a single-builder tract.

Minutes to downtown are approximate and off-peak. What matters more here is the second column: whether the thing that makes the community good can be copied down the road.
